A Study on the Role of Environmental Impact Assessment in Resolving Environmental Conflicts
- With a Focus on Information Dynamics -

This paper looks into the role of Environmental Impact Assessment (EIA) in environmental conflicts. Environmental conflicts have been at the center of public conflicts recently, extending from traditional, interest-based disputes to the clashes provoking emotional responses, often around different preferences over values and processes. Regardless of distinct dynamics of recent episodes, however, information issues could play a critical role in accentuating or attenuating the existing conflicts. This paper generates a number of testable hypotheses by casting this allegation into the framework of game theories on information asymmetry. Through the two-rounds of surveys on stake-holders of EIA, we ask if there is noticeable difference in the satisfaction level on the EIA by different groups, and if different groups perceive information gap from the contents of the EIA, and more importantly, if they believe the information gap stemming from the EIA process accentuates the existing conflicts based on interests, values, or processes. Through these surveys, we also uncovered the industry structure where developers of a project with potential environmental damage hire consulting firms to produce the EIA, from which the future impact of the project will be assessed. The weak financial standings of local environmental consulting firms feed into this conflict of interests where they allegedly tailor their EIAs to the tastes of their clients, making the whole process vulnerable to the power dynamics. With the results from the survey results, the paper affirms the existence of information asymmetry between different stake-holders of the EIA and notes that this information gap often worsens the environmental conflict at hand by questioning the very objectivity of the whole process. Further, it suggests several remedies to improve the current EIA practice, for example, by severing the ties between developers and consulting firms with the introduction of third party involvement in the process.
